WHAT IS SAFE?

SAFE stands for Smart Approaches for Educated Use.

SAFE is an independent initiative focused on helping communities, policymakers, and individuals better understand cannabis policy as it evolves. 

We are not for or against cannabis — we are for education, safety, and responsible decision-making.

Leadership & Advocacy

Lonnie Hayes III serves as the Virginia State Director for Minorities for Medical Marijuana (M4MM), a national organization focused on equity, education, and responsible cannabis policy.
Through this role, he works at the intersection of policy, community advocacy, and industry development to support safe, informed, and sustainable cannabis practices across Virginia.
This work directly aligns with the SAFE initiative — ensuring that as Virginia’s cannabis industry develops, it is built on education, responsibility, and long-term community impact.
